Crstbm -- I don't know if you know where Watcom, Washington is but you are living in it. In about 1850 Henry Roeder and Russell Peabody built a sawmill on Whatcom Creek below Whatcom Falls where it came into Whatcom Bay, needing the water to operate the mill. The settlement merged with Sehome in 1890 but they could not agree on a name so in 1903 they chose the name Bellingham and they all agreed on it. I know it is a long way around but It appears that your jug was made before 1903. You can get all this information by logging on to Cobweb.com. This is the City of Bellingham's web site. It takes a lot of digging but it is there.
