Laura -- In in 1941 Red Wing first introduced Provincial dinnerware and it had 4 patterns named after 4 provinces in France. In 1943 they came out with a line called Old Provincial or Omph. Then in 1963 they came out with Provincial 1963, There were 25 pieces in the set counting the lids. This is the pattern your casserole came from. It came in three sizes 1 1/2 qt., 3 qt., 5 qt. Red Wing used some of the pieces for advertising. I don't know what the 28 was for.
