Pepe saucers with dry bottom and weird overglaze

I have three pepe saucers that are ''dry bottomed'' with a black Red Wing ink stamp and a different handwritten number in numerical order on each of them. The tops have the standard stamped on pepe deccoration but instead of the clear overglaze they have yellow overglaze (the glaze gets darker as the number on bottom gets larger.). Do you have any idea what they were used for? Are they a rare item and if they are do many people collect this type of item? A value would be appreciated.
