Just measure from the tip of the long feather at the right to the "elbow" on the left. There were only a few really intentional increments in size, so don't try to be more precise than +/- 1/8 inch. The increments found on standard-sized ware are: 6, 4-1/8, 2-1/4 and 1-5/8 inches. There were some tiny wings on miniature and trinket ware, but those items are already rare and unique enough by their own merit; it's really unimportant whether a piece has a 3/4-inch or 11/16-inch wing.
