This is a scam as I also recieved a email like this from someone, If you are not linked directly to a ebay page with a second chance offer going directly through ebay it is a scam as I sent my email to ebay and they also told me the email wasn't from them. It looks legit but dosn't link you to ebay and the emailer was banned from ebay after the email I sent. The emailer Id and the seller id were different.
