From my experience I have been told that USPS insurance can only be bought for what you paid for the goods. Even the postage which you pay for cannot be insured. Try collecting the higher amount from the Postal Service. You clearly "showed your hand" when you mentioned the $200 figure to the seller. That does not make what he did right by any means.
