Who's Responsible for Improving Delivery

I have provided the information several times Wally, that the Postal Service CUSTOMER is the only party with any standing to register a complaint and get poor delivery investigated. The party posting the mailing is the CUSTOMER, not the addressee. It doesn't do any good for the addressee to complain to the Postal Service. And it doesn't do any good for the Board to discuss it over and over, if they do not register formal and persistant complaints with the Postmaster at the receiving station and postmasters along the way to final delivery at addresses reporting late delivery. If that doesn't get satisfaction, the next complaints go to the U. S. Senator and Representative in the receiving stations and addressee's district. RWCS members, collectively, pay tens of thousands of dollars annually for newsletter delivery and are getting shoddy service.

I belive that the newsletter should be mailed first class and that the RWCS and its members should get First Class service.
